Arunachal to implement Rashtriya Swasthya Bima Yojana
ITANAGAR, Mar 25: Arunachal Pradesh will be the 24th state in the country to implement the Rashtriya Swasthya Bima Yojana (RSBY) Scheme. 40,000 families in the state that are registered under Below Poverty Line will be benefited from the scheme and it will be implemented from this financial year, informed Director of Rural Development J. Angu.
The RSBY scheme launched by the Ministry of Labour & Employment, Government of India
provides insurance coverage for hospitalization expenses upto Rs.30, 000/-
To this effect a state level workshop on Rashtriya Swasthya Bima Yojana (RSBY) -
Addressing the inaugural session the Minister for Rural Development, Takar Marde assured that the DCs and other Govt. stakeholders would make their best efforts for successful implementation of the Scheme for the benefit of poor people of the state. The Minister also called for commitment of the Insurance Company in the implementation of the scheme while adding that poor people should not face any sort of problems while availing the scheme.
Earlier, Director General, Labour Welfare, Govt. of India, Anil Swarup stressed that for the success of the Scheme to a large extent the proactive initiatives of the DCs is very vital and urged upon them to commit themselves to the Scheme for the benefit of the poor of the state. He informed that the Scheme has been evolved with various features which are very user friendly. The Smart cards which are issued to beneficiaries form the basis of the Scheme – being portable and user friendly the beneficiary can avail the facility in the empanelled govt. and private hospitals anywhere in the country. Through the RSBY one of the main factors of poverty i.e hospitalization leading to debt trap can be addressed thus reducing/eliminating an aspect of the miseries of the poorest of the poor of the country. On the issue of providing state share of 10% of the premium under the 90:10 Centre State share, the Director Rural Development, J. Angu also informed that the Department is evolving ways to mobilize state matching share as enrolment of beneficiaries will start after the State Government provide the State share of premium.
Highlighting the various features of the scheme Dr. Nishant Jain, resource person from Labour Welfare, Ministry of Labour and Employment also stressed on awareness creation and outlined the roles and responsible of State Government, role of District Key Manager (DKM), Healthcare providers and Insurance Company.
Representatives of the Insurance Company, Royal Sundaram also made a presentation on role of Insurance Company.
The workshop was attended by the Deputy Commissioners, Dist. Medical Officers (DMO), and Project Directors (DRDA) of the state including representatives of the Insurance Company, Royal Sundaram. (DIPRO)
Six children find their way back home from Nepal
ITANAGAR, Mar 25: Six Arunachal children from Bana, East Kameng who were reported missing in Nepal has come back home. This was informed by SP East Kameng Tumme Amo.
The six boys, August Kino, Ajay Richo, Bano Rangmo, Dipok Sapong,Vicky Dabo, Vishal Degio are amongst the 17 from Bana area and 3 from Thrizino and Nafra circles of West Kameng, who were taken to Phuntsok Choeling Monastery at Swayambhu in Kathmandu with a promise of free education in English by a native from Dirang. Allured by promise of free education, the parents had even arranged for 3500 each for the transportation of the young children.
The children had told the East Kameng officials that they ran away from the monastery after being told that for five years they would not be allowed to go home and that education would not be in English. They further said that Hindi was forbidden at the Monastery.
After escaping from Phuntsok Choeling Monastery on February 16, these children landed at an eatery on highway between Kathmandu and Kakarbhitta where they worked in a Dhaba for a month.
Amo said that the children reached Bhalukpong on Tuesday from where they boarded a night bus to Seppa. The SP who later met the boys in Bana said that children are doing alright.
The parents of these children earlier this month had written to the State government for facilitating the return of the children. The Chief Minister had assured the parents that state government would take up the case with the External Affairs Ministry and the Nepal Embassy in India. It is reported that fifteen from Bana area are still lodged at the Monastery along with some hundred children from Tawang and West Kameng area.
The state government has assured but it remains to be seen what kind of action government initiates to stop such incidents from occurring again in future.

NAMSAI, Mar 25: PHED Minister, Chowna Mein while taking part at a programe to commemorate Dandi Yatra at Namsai today appealed the entire Congress worker to work whole heartedly to strengthen the party and to unite all. The Yatra which started on March 12, 1930 led by Gandhiji alongwith 78 satyagrahis from the Sabarmati Ashram to Dandi could garner the support of general mass and led to civil disobedience movement.

KHONSA, Mar 25: Training of ASHA’s, the voluntary link workers of health department at village level, organized by District Health Society has been completed successfully in Tirap District up to module 5. The training for 1st, 2nd, and 3rd module which started on 13th July, 2009 ended on 12th August, 2009. The 4th and 5th module training started on 3rd December, 2009 at Khonsa block and ended at Wakka circle on 14th March 2010.
At Wakka circle training was formally inaugurated by L.Thungon, Circle officer, Wakka in presence of Dr. K.Perme DRCHO Khonsa and Ran Singh, Asst. Commandant, 36Bn Coy CRPF, Wakka. The training at Wakka was organized by Karuna Trust in collaboration with District Health Society, Tirap under Public Private Partnership. Dr.K.Perme, DRCHO, expressed his special thanks to Dr.K.Matey, Medical Officer, Wakka Public Health Centre, who was helping the District Health Society throughout the training course. Training was organized block wise to ensure more participation of ASHA. The module training Nishchay (a rapid test for detecting pregnancy) was also imparted to voluntary workers. Give priority in solving boundary problems
Dear Editor,
MLAs who represent people from boundary areas with neighbouring Assam know the exact problem of border disputes with Assam. This time I also hope that some of MLAs will surely raise the issue of border problem with neighboring state.
I think that some of the MLAs won the election as people believe that they will bring a solution to the boundary problems. But people’s hope shattered as there was no voice raised on boundary dispute in the recently concluded assembly session.
Why our elected leaders and state authorities are closing eyes on this border dispute? Does the students’ organization always remind them to wake up? Should only the district administrations visit to evicted places in boundary area?
I do request all the MLAs from border affected area discuss the boundary issue or raise the issue in assembly to pressurize the state Govt to find out early amicable solution of border dispute.
I also request state govt. provide infrastructure development at those newly created police posts at Kakoi, Gumto and Tarasso as these areas come under sensitive boundary area.

Dirang and Thembang AS chairpersons impeached after high drama
ITANAGAR, Mar 25: Tsering Tashi, ASM of Yewang Village and Rinchin Buthi, ASM of Rahung village were elected chairpersons of Dirang and Thembang Anchal Samities respectively in West Kameng district today with big margins by the members. This was informed by President of BCC, Dirang Block Tamrin Bapu.
The incumbents Bodumba and Phurpha Droima were shown the door following their defection from the Congress during the last assembly election to Phurpha Tsering, a PPA MLA.
These newly elected pledged their loyalty to senior Congress leader and former Minister Tsering Gyurme, according to the report.

This time too, High Court stepped in and passed an interim order for the stay of the transfer of ADC till Friday.
Bapu wanted to know if the ADC had indeed recommended the termination of Bodumba and Purpa Droima both as chairpersons along with 26 others who were expelled in October immediately after the last assembly elections in October 2010, why was there no action taken in accordance with the provision of the Arunachal Panchayati Raj Acts all this while. Why was the ADC, Dirang transferred suddenly after he recommended the Election as per rules and regulations, Bapu asked.
APCU honors Priests on International Year of Priests
Naharlagun, Mar 25: The Arunachal Pradesh Catholic Union (APCU) honoured Rev. Dr. John Thomas, Bishop of Itanagar and around hundred priests and religious of the Diocese of Itanagar on the occasion of International Year of Priests during the Chrism Mass held today at Sacred Heart Church, Naharlagun.
Despite the odd weather many devout Christians from nearby parishes and other denominations marked this day by partaking prayed for priests and religious in the Arunachal Pradesh.
While presiding over the Holy Mass, Bishop John Thomas preached the significance of the Chrism Mass and said that it is the largest diocesan celebration held during the year.
In this liturgy priests and people gather with the Bishop for the blessing of the Holy Oils that will be used in all the parishes in the coming year – the oil of the sick, the oil of Catechumens and the oil of Chrism, from which the Mass receives its name.
It is a special time to gather as a diocesan family – bishop, priests and people – to support and pray for one another, to remember and pray for the people of our Diocese. Like Jesus, through our sacramental anointing at baptism, confirmation and holy orders, we have been set apart to serve others, the Bishop said.
Priests celebrating the Mass renewed their commitment to Christ, and in unison expressed their desire and willingness to imitate him, and to be faithful ministers through devout celebration of Mass and teaching of the faith.
After the Holy Mass the APCU organized a felicitation programme in which Tok Buttum, the president of APCU expressed gratitude to the priests and religious for their dedication and selfless service to the uplift of the people of Arunachal Pradesh particularly to the poor and the marginalised in the remote areas. He together with many other dignitaries honoured the priests and religious with mementos and gifts.
“The educational, health and other developmental organizations run by the Catholic Church for welfare activities will be granted all support and help by the APCU in their effort to make people of Arunachal Pradesh prosperous and literate, he promised.
Dominic Tadar, the General Secretary of the Parish recalled the healing hands of the Priests and religious and great sacrifices for the people of Arunachal Pradesh.
The veteran catechist Boa Tarin of Naharlagun Parish was specially facilitated for his priest like sacrifices and untiring efforts for the growth of believer, who also led the concluding prayer.

KIMIN, Mar 25: Kimin Circle Officer Tasso Gambo inaugurated a farm school in presence of large number of farmers and Govt staff here recently. The school has been established by the Block Technology Team (BTT) with the support of ATMA Papum Pare to impart knowledge of latest farming technology to the farmers.

The farmers’ team were taken to Lower Sher and Upper Sher village for demonstration on farm school activities. At Lower Sher the farmers visited Teyi Baath’s agriculture farm and interacted with him on various farm activities.
It may be mentioned here that Teyi Baath is a renowned farmer of the area who won the best farmer’s award on Statehood Day on 20th Feb. 1998. The 84 years old farmer is still active in his farm. The farmers’ team interacted with this experienced farmer and gained knowledge on farming. He called on the farmers to use locally available organic manures to enhance the production of all crops. Later in the evening, the framers visited community vermicompost centre in Upper Sher village.
Meanwhile, appreciating the BTT team and ATMA, the farmers appealed the team to organize more such farm demonstration programme on spot for the first hand experience of farmers, according to an official release.
ITANAGAR, Mar 25: All Arunachal Pradesh Worker’s Union has welcomed the recent assurance given by chief minister Dorjee Khandu on state assembly for regularization of those casual employees who had served various departments for years to post of work charge (WC).
Meanwhile, All Arunachal Pradesh Government Departmental Labours Union (AAPGDLU) today said the Chief Minister has assured its delegation to conduct head counting after receiving photocopy from labourers of various departments and regularize the WC casual labours. This assurance came when the delegation met the CM at his office chamber, said the union press release.
District officers asked to obtain written permission from DC
ITANAGAR, Mar 25: All the district heads of department including works departments in the districts were directed to obtain written permission from the respective Deputy Commissioner before leaving their station on duty or tour or leave out of the district.
In accordance with the Cabinet decision of January 19 last, Commissioner District Administration V K Dev has issued a notification recently directing the district level officers to ensure compliance of the Cabinet without fail.
The notification further directed the Deputy Commissioners/Addl. Deputy Commissioners to monitor the conduct of district level officers and report the matter to the Chief Secretary in case of any violation of the order. All the heads of departments were also directed to issue requisite instructions to their officers posted in the districts to follow the cabinet decision strictly, the notification stated. DIPR

APDA mourns doctor’s death
ITANAGAR: Arunachal Pradesh Doctors Association has mourned the death of Dr Nobin Dupit yesterday. Terming the death as untimely and unfortunate, the doctors said that death of a young Doctor in a road accident has shocked all the doctors across the state.
Dupit was serving as Medical officer at Goiliang sub centre in Anjaw under NRHM since August 2009. He left behind his wife and his minor son. His body has been taken back from Hayulaing to Daporijo today where he will be laid to rest.
The association also advised all the doctors and medical staff in the state to exercise caution while travelling by road.
